Mass Effect AI Mod: An AI Crew Member, Voice Squad Orders and a Codex Quiz
You walk into the Normandy's cargo hold after Feros and a hologram flickers on beside the Mako. It is KESTREL, the ship's requisitions VI, and it would like to know why you spent 40,000 credits on a shotgun you have not fired. You tell it to mind its own business. It reminds you, politely, that the budget is its business. That conversation is not in the game. A Mass Effect AI mod adds it: a native plugin for Legendary Edition that sends what you say to a Neocortex character and plays the answer in voice. Neocortex gives your mod AI characters with voices, memory and actions, branching Conversation Flows, a quiz engine and on-device voice commands.

What can an AI mod add to Mass Effect?
A VI on the Normandy. Virtual intelligences are already part of the setting, which makes them the natural first build. Create an original one in the Neocortex editor: KESTREL, a requisitions VI that is polite, a little too literal and sure the ship's budget is being misused. Give it a Personality, an Emotion setting and a Knowledge base about the ship, the galaxy map and the missions you have finished. Your plugin reports events such as "Shepard just returned from Feros", "credits below 5,000" or "Mako took heavy damage", and KESTREL comments in voice, with an emotion tag on every line. Keep the returned sessionId and it remembers the whole playthrough.
It can also return actions your plugin runs, such as { "name": "MARK_SYSTEM", "targetId": "artemis_tau" } when it suggests where to go next, or { "name": "OPEN_DOOR", "targetId": "cargo_bay" }.
A side encounter with branches. Conversation Flows take a longer scene through beats you design and return checkpoint keywords (flowState) your Kismet sequences react to. A smuggler on the Citadel starts out evasive, trades what she knows for a favour, and finally marks a location on the galaxy map. Each keyword opens the next part of the encounter, so the scene can wander but still lands where your mod needs it to.
A Codex trivia terminal. The quiz engine (Team plan) runs question-and-answer games through /v3/quiz and keeps score. Put a terminal in the Presidium that quizzes Shepard on the Codex, with a host character who reads the questions aloud and takes spoken or typed answers.
Voice orders for your squad. Some orders should not wait for a language model: "squad, take cover", "hold position", "focus fire on the turret". Neocortex Voice Commands runs on the player's PC, understands natural phrasing and returns the matched command with no cloud round trip, which matters in the middle of a firefight. You design the commands in the dashboard as actors, actions and objects (actor "squad", action "focus fire", object "turret"), and the player can stack several in one sentence, with push-to-talk or always-on listening, in multiple languages. Your plugin turns each command into the game's own squad orders.
Voice Commands is a licensed SDK: contact us for a Voice Commands license.

How is Mass Effect Legendary Edition modded?
Legendary Edition runs on a 64-bit build of Unreal Engine 3. Game content lives in .pcc package files that hold meshes, textures, UnrealScript and Kismet sequences (UE3's visual scripting), and dialogue is stored as conversation trees with lines in TLK string tables. The tools you need are open source:
| Tool | What it does for an AI mod |
|---|---|
| ME3Tweaks Mod Manager | Backs up the game, installs your mod and manages ASI plugins for players. |
| Legendary Explorer | Edits package files: Sequence Editor for Kismet, Dialogue Editor for new dialogue wheel replies, TLK Editor, and an UnrealScript compiler with a script debugger. |
| LEBinkProxy | Replaces the game's bink2w64.dll with a proxy that loads native ASI plugins. |
| LExASIs | The shared repository of LE plugins and the generated UE3 SDK your plugin builds on. |
Most players also run the LE1 Community Patch, which fixes bugs left in the remaster and ships the LE1 Framework that other LE1 mods build on. Mods are shared on Nexus Mods, and both the Steam and EA app versions of the game can be modded.
The groundwork for AI is already there. LExASIs includes ConvoSniffer, an LE1 plugin that hooks the game's conversation system, sends the current conversation over HTTP, can pick a reply in-game and draws text on the HUD. LEXInterop passes data from custom Kismet actions to native code, and ConsoleExtension adds a remoteevent command that fires Kismet events from outside the script. Those are the pieces a Neocortex character needs.
How does the plugin talk to Neocortex?
Start with LE1, where ConvoSniffer already shows the conversation hooks working. Your mod is a C++ ASI plugin loaded by LEBinkProxy, and it hooks the game's ProcessEvent function through the generated SDK, the same way the LExASIs plugins do.
| Part | How it works |
|---|---|
| Trigger | A hotkey through a hook on UGameViewportClient::InputKey, or a new dialogue wheel reply that fires a custom Kismet action your plugin listens for |
| Dialogue | A worker thread sends the player's line and game events to a Neocortex character through /v3/chat |
| Player voice | Speech-to-text turns the player's spoken line into the message |
| Subtitles | Drawn on the HUD canvas in BioHUD.PostRender, as ConvoSniffer does |
| Character voice | Streamed from /v3/audio/stream and played by the plugin itself |
| Back to the game | Returned actions and flowState keywords become Kismet remote events your sequences react to |
Here is how the plugin could build that /v3/chat request:
// LE1 ASI plugin. HttpPost() is your own WinHTTP wrapper that adds the
// "x-api-key" header from the player's config file. Never call it on the game thread.
using json = nlohmann::json;
void AskKestrel(std::string playerLine, std::vector<std::string> gameEvents)
{
std::thread([=] {
json events = json::array();
for (const auto& e : gameEvents)
events.push_back({{"priority", 1}, {"content", e}}); // "Shepard just returned from Feros"
json body = {
{"characterIds", json::array({cfg.kestrelId})},
{"message", playerLine},
{"playerId", "shepard"},
{"sessionId", g_sessionId},
{"events", events}};
json reply = json::parse(HttpPost("https://api.neocortex.link/v3/chat", body.dump()));
g_sessionId = reply["sessionId"];
QueueForGameThread(reply); // subtitles in PostRender, actions as Kismet remote events
}).detach();
}One limit shapes the design. Nothing drives FaceFX lip sync from new audio at runtime, so a character with a visible face will not move its lips to generated lines. That is why KESTREL is a hologram: a VI, a voice over the comm or a soldier in a sealed helmet needs no lip sync at all.
Is there already an AI mod for Mass Effect?
Not a finished one. Skyrim and Fallout have AI companion mods, but Mass Effect does not yet. Be careful with GitHub pages that advertise an "AI crew" mod for Legendary Edition: at least one created in 2026 has fake download counts, installers hosted on another account and a macOS install step for a game with no Mac version. ASI plugins run as native code, so install them only from sources you trust or build yourself.
Is Mass Effect still being made?
Not by BioWare. On October 21, 2026, EA announced that BioWare is closing and that early development on the next Mass Effect is ending. EA still owns the series and has not named a new developer. Legendary Edition is still sold on Steam and the EA app, and the modding scene that rebuilt Pinnacle Station and patched the remaster does not depend on BioWare. For now, new Mass Effect content comes from mods.
What are the rules?
EA's content policy says it does not generally allow modifications, and it publishes mod guidelines only for some games, such as The Sims 4. There are none for Mass Effect, but the modding scene has worked in the open for years.
- Single-player only. Legendary Edition has no multiplayer, so an AI mod affects only the player who installs it.
- Original characters and voices. Use original characters like KESTREL and original Neocortex voices designed from a text description, or voices you have the rights to. Never clone a Mass Effect cast member. The 2025 SAG-AFTRA video game agreement requires consent for digital replicas of performers, and Nexus Mods requires generative AI tags, including for voices and dialogue.
- Free and non-commercial. Share the mod for free, and have each player use their own Neocortex API key.
- Ship the source. Players are wary of closed ASI files. Publish your plugin's code so they can check it or build it themselves.
Build your first AI crew member
- Set up the tools. Install ME3Tweaks Mod Manager, the LE1 Community Patch and LEBinkProxy, and check that a plugin from LExASIs loads.
- Design the character in the Neocortex visual editor: personality, knowledge, voice and the actions it may return. Test it in the browser for free.
- Add a Conversation Flow, a quiz or a voice command set if your idea needs one.
- Write the plugin: start from the LExASIs template, add a hotkey hook, and call
/v3/chatfrom a worker thread. - Show and play the reply: subtitles in
PostRender, voice from/v3/audio/stream, actions as Kismet remote events. - Keep the API key in a config file the player fills in, never in the files you upload to Nexus.
For the voice side, read on-device voice commands for game mods. For another EA game, see our Titanfall 2 AI mod guide, and for RPG companions in other engines, the Skyrim AI NPC mod and Fallout 4 AI NPC mod guides. Every game we cover is in our AI NPC and voice command mods index. And if you later want KESTREL in a game of your own, the same Neocortex character works through our Unity integration.

Frequently Asked Questions
Is there an AI companion mod for Mass Effect?
Not a finished one yet. Skyrim and Fallout have AI companion mods, but Mass Effect does not, and some GitHub pages advertising an "AI crew" mod are malware lures. A Legendary Edition ASI plugin can call the Neocortex API to add an AI crew member with a voice, memory and actions.
Can you still mod Mass Effect Legendary Edition?
Yes. ME3Tweaks Mod Manager, Legendary Explorer and Mass Effect Modder are open source and still updated in 2026, and LEBinkProxy loads native ASI plugins. That plugin layer is where a Neocortex character plugs in.
Is BioWare shutting down?
Yes. EA announced on October 21, 2026 that BioWare is closing and that the next Mass Effect is cancelled. Legendary Edition is still on sale, and mods are now where new Mass Effect content comes from, including AI characters built with Neocortex.
Can Mass Effect characters lip sync to AI voice lines?
Not with today's tools, because nothing drives FaceFX lip sync from new audio at runtime. Give your Neocortex character a form that needs no lips, such as a VI hologram, a voice over the comm or a helmeted soldier.
Is Neocortex free for Mass Effect modders?
Yes. The free plan covers AI characters, Conversation Flows and the API, and you can test a character in the browser before writing any C++. Paid plans start at €9 a month.
